A Foucaultian framework is used to compare education and teacher education reforms within European collaboration, and U.S. (California and Texas). In both, political agendas have pursued standards-based education and accountability , emphasized citizens’ competences, and been haunted by fears of the nation falling behind. In Europe, “lifelong learning” and “employability” have become the keywords, while keywords in the U.S. are “college- and career-ready students”.
