Any environmental regulation affects the distribution of economic benefits and costs. Disentangling who wins or loses is complicated because regulations affect environmental quality, human health, product prices, input prices and land values. Professor Grainger will highlight how regulations affect renters versus landowners; how market-based regulations affect different individuals and firms; and how tolls and congestion pricing may affect urban versus suburban communities.
