DESCRIPTION:With Reference to What?. Goals and criteria guide much of stati
stical practice. I discuss statistical considerations associated with infe
rence to a reference population\, and those guided by a goal or a criterio
 n. Reference population examples come from clinical trials\, epidemiology
& surveys\, with representation an overarching issue. Goal/criterion guide
d examples are drawn from summarizing lab assays and from hospital profili
ng. I close with comments on a related administrative and political issue:
  the what & the how.\n\nCONTACT: 265-2411\, smcarlso@wisc.edu\n\nURL: http

DESCRIPTION:Improved Small Domain Estimation via Compromise Regression Weig
hts. Shrinkage estimation of small domain parameters typically combines a
noisy direct estimate with a more stable regression estimate. However\, if
the regression model is misspecified\, the optimal (MLE) estimate of regr
ession parameters can degrade performance. Jiang et all addressed this wit
h the Observed. Best Predictor (OBP). Dr. Louis introduces a class of empi
rically informed regression weights that are convex combination of the MLE
and OBP values-a Compromise Best Predictor (CBP).\n\nCONTACT: juan.caiced
