The 2021 Bipartisan Infrastructure Law tasks NOAA with developing and implementing updated estimates of probable maximum precipitation (PMP). PMP provides an estimate of “how much it could possibly rain” in a given location, and is used to inform the construction, maintenance, and operation of the nation’s high-hazard infrastructure, namely nuclear facilities and high-hazard dams.
