Maria Lipman, Carnegie Moscow Center. In Russia the state has always dominated over the society. Twenty years after the collapse of the USSR this perennial Russian order remains largely in place. The major shift in the state-society relations of the early post-Communist period was a dramatic weakening of the state, not a consolidation of the society.
