Even as the causes of the long-term unemployment — cyclical versus structural — continue to be debated, the persistence of such high levels of unemployment threatens to become structural in nature. Policymakers are only beginning to grasp the enormity of the challenges this phenomenon poses, and it is unclear whether they have any idea how to address the problem.
