In the wake of catastrophic flooding caused by Hurricane Katrina, regulatory agencies scrambled to respond to suspected chemical hazards in the City of New Orleans. This lecture by Scott Frickel of Washington State University examines risk assessment practices used in that response to show how the absence of knowledge actively shapes social and scientific understanding of environmental disasters.
