Despite Turkish women's freedom to vote, stand for parliament, get an education, and join the professions, Turkey consistently ranks near the bottom in global comparisons of women's empowerment. Yet one sees both pious and secular women participating in a thriving civil society, political organizing, charity work, and education. What accounts for these contradictions — women more visible than ever in the public sphere, but not empowered?
