Johanna Crane uses ethnographic data from an ongoing US-Ugandan HIV research partnership, I argue that the tendency in global health to overlook administrative labor erases the role played by international funders (and particularly the US government) in creating and sustaining global health administrative infrastructures that are starved for funding, yet expected to operate at the speed and agility of their well-financed university partners in the US.
