Description
This talk will be given by Stef Proost, a Professor of Economics at Catholic University in Leuven, Belgium. Currently, we observe a wide variety of federal and local practices. The two-region model we developed allows spill-overs between regions, accounts for congestion, and captures heterogeneity between and within regions. Majority vote decides regional issues while a minimum winning coalition or cooperative bargaining decides federal decisions.
