The 1984 chemical plant disaster in Bhopal exposed over half a million people to toxic gases, killing thousands, yet the legal responses and efforts to reduce industrial risks have widely regarded as disappointing. Kim Fortun (RPI) tries to understand these failures in cases of both fast and slow disaster (Bhopal and Fukushima, air pollution, asthma), and discusses environmental problems as cultural, discursive and institutional problems.
